he keeps getting "cannot load dsetup.dll" he got the latest version of direct x 8.1 with a very new computer and is running on windows 98 se.

hmmmm... the only thing I can think of is the the possibility of a bad installing exe file. you might want to try to download the client on other site.. (unless you already download direct from gravity)
other reason I can think of is the temp file could cause problem in windows (temp files seem to cause a lot of problem) delete all *.tmp files and scandisk. if you have any fragment files it "should" fix the problem. the gravity version installs fine (that is what I use) and just run the patches...
also the game can only run in 16 bit color.. so make sure you have that set.

Corrupt dll? If that's the case, he might want to red/l DirectX and try again.
