There is an open source library all over the internet for c++ that allows you to control many functions for winsock. |

afaik it is very easy with vb
you need the winsock control (the ocx).
open a connection to the server.
then use
Winsock1.Connect "", 'Open connection to server with IP and Port
Winsock1.SendData 'Send Raw data over TCP/IP in Hex-code
I haven't tried it yet. But I'm possibly going to.
I hope it helps you.
Again, I'm not sure if this works, because i haven't tested it yet.
